Senior Project Manager
Duties and Role
The Senior Project Manager will:
- Manage assigned CIS projects and/or individual work packages (within Service Design and Service Transition activities) in close cooperation with relevant service/business areas of the Agency and other NATO stakeholders, from project start-up through closure.
- Produce high-quality project deliverables, including Price Proposals and Statements of Work (SoW) based on concrete, unambiguous, and measurable requirements.
- Lead and coordinate the identification, development, analysis, and consolidation of user and project requirements.
- Develop solicitation documentation (RFQ, IFB) and plan and execute solicitation/competition activities in coordination with relevant Agency stakeholders.
- Interact with internal and external stakeholders, including contractors and NATO organizations.
- Monitor and control project execution, including documentation reviews, testing, delivery, and related activities.
- Support large projects as a project team member, assisting project managers and other team members as required.
- Be prepared to act independently as:
- Test Manager
- Migration Manager
- Requirements Manager
- Implementation Manager
- Travel to NATO locations, including operational theatres, as required.
- Adhere to NCI Agency directives, guidance, and NATO standards.
- Perform additional duties as directed by the line manager.
Requirements
Education
- Master's degree (M.Sc.) in Computer Science or a related discipline, or equivalent experience to a Master's degree.
Experience
- Former experience in or with NCIA.
- Thorough knowledge of NCIA project management processes.
- Familiarity with NATO policy and procurement procedures (asset).
- Minimum 3 years of experience as a Project Manager in CIS projects, or
- Minimum 3 years of experience as a Project Team Leader.
- Experience applying multidisciplinary engineering and management techniques in the acquisition of complex CIS solutions.
- Experience managing, planning, designing, system engineering, and implementing military or similar CIS.
- Experience working in an international environment, preferably involving both military and civilian personnel.
Skills, Knowledge and Certifications
- Knowledge of and experience with current technologies relevant to CIS projects.
- Excellent English communication skills (oral and written), including briefing and presentation skills.
- Formal project management certification:
- PRINCE2 and/or
- PMP
- Ability to work autonomously under time pressure and continuously manage multiple priorities.
- Ability to independently produce project documentation in English, including comprehensive:
- Price Proposals
- Statements of Work
- Strong stakeholder management skills with the ability to coordinate internal and external stakeholders and customers.
- Thorough knowledge and practical experience with:
- Microsoft Project, and/or
- ServiceNow
- Ability to quickly learn new procedures and terminology.
Security and Language Requirements
- NATO SECRET clearance valid throughout the contract period.
- English language proficiency: STANAG 6001 Level 4343.
Deployability
- Must be deployable to operational theatres on short notice for limited periods.
- NCIA will provide pre-deployment training if required.
