Key Duties
- Manage and oversee portfolios of projects, programmes, and services to ensure business objectives are achieved.
- Plan, monitor, track, and report on portfolio performance, risks, issues, and corrective actions.
- Support project governance by assisting project boards, assurance teams, and quality reviews.
- Provide project management support, including planning, scheduling, tracking, and use of project management tools and methodologies.
- Conduct business analysis, identify root causes of issues, and recommend process improvements.
- Support workforce planning through resource analysis, gap assessments, and workforce capability planning.
- Review and improve internal controls, audit processes, and documentation.
- Manage the CIO travel budget.
- Develop and report CIO Key Performance Indicators (KPIs).
- Coordinate CIO inputs for Agency staffing and key deliverables.
- Deputise for senior staff when required.
- Perform additional duties as assigned.
Requirements
Education
- Bachelor's degree in a relevant field with at least 3 years of related professional experience, or
- At least 10 years of relevant progressive experience in lieu of a degree.
Experience
- Experience in resource management, including resource planning and cost allocation.
- Basic financial knowledge, including funding streams, budgeting, and resource planning.
- Experience supporting portfolio, programme, or project management activities.
Skills

- Experience with ServiceNow (SNOW) and EBA is an advantage.
Other Requirements
- NATO Secret security clearance.
- Based in The Hague, Netherlands.
- 50% on-site work.
- Occasional travel to Brussels, Mons, or BLA.
