Requirement Title: Operations & Exercises DCIS Network Engineer
Duties & Responsibilities
The Operations & Exercises DCIS Network Engineer will be responsible for advanced operational and engineering support of NATO enterprise routing and switching infrastructures, with a strong focus on operational readiness, resilience, and continuous improvement.
Key duties include:
1. Advanced Network Operations & Support
- Provide Level 3 support for complex enterprise network environments.
- Lead resolution of high-impact and high-severity incidents, ensuring timely restoration of services.
- Perform root cause analysis of recurring issues and implement long-term corrective actions.
2. Network Engineering & Design
- Contribute to the design, planning, and implementation of network enhancements and new infrastructure projects.
- Coordinate routing infrastructure design, configuration, and maintenance for NATO exercises and operational scenarios.
- Support evaluation, validation, and testing of network management tools and capabilities.
3. Change & Configuration Management
- Ensure technical correctness and minimal service disruption during changes and deployments.
- Validate network changes in accordance with governance and change management processes.
- Maintain configuration standards and support configuration management practices and tools.
4. Operations Optimization & Continuous Improvement
- Identify opportunities for service optimization and operational improvement, and drive implementation.
- Investigate recurring technical issues and propose sustainable architectural or configuration solutions.
- Promote standardization, centralization, and best practices across routing and switching environments.
5. Documentation & Knowledge Management
- Create, maintain, and update Standard Operating Procedures (SOPs) and technical documentation.
- Ensure effective knowledge sharing within the team and broader infrastructure community.
6. Infrastructure Coordination & Stakeholder Engagement
- Coordinate remote maintenance of routing and switching infrastructure across NATO sites.
- Liaise with internal NCI Agency service lines and external partners for fault resolution.
- Coordinate site surveys, validation activities, and system acceptance testing when required.
- Ensure a common understanding and proper usage of available network toolsets across distributed teams.
7. Network Monitoring & Tooling
- Support and improve usage of network monitoring, automation, and management tools.
- Perform practical evaluation of management systems and operational capabilities.
- Utilize incident management systems for tracking and resolution (e.g., Remedy or equivalent).
1. Education & Experience
- Bachelor’s degree in a related technical discipline with minimum 2 years post-graduate experience, OR
- In absence of a degree, minimum 8 years of relevant progressive professional experience in network engineering roles.
- At least 8 years of experience in complex enterprise network engineering environments.
2. Core Networking Expertise
- Strong experience in designing and supporting scalable enterprise networks using:
- BGP (iBGP/eBGP, route reflectors, policy control, communities)
- MPLS and MPLS traffic engineering
- OSPF, IS-IS
- IPv6 and dual-stack environments (including transition strategies)
- IP multicast (PIM, IGMP, MSDP, Anycast RP)
- SD-WAN technologies
- Advanced knowledge of:
- Policy-based routing
- Route aggregation, summarization, and redistribution
- VRF and segmentation architectures
3. Switching & Data Centre Technologies
- Expertise in enterprise switching protocols and architectures:
- STP, MSTP, Rapid-PVST
- EtherChannel / LACP
- Cisco StackWise / virtual switching
- Experience with data centre architectures, including:
- Spine-leaf design
- Cisco Nexus NX-OS
- VXLAN and overlay networking
4. Network Performance, QoS & Troubleshooting
- Strong experience in QoS design and implementation:
- CBWFQ, LLQ, WRED
- Traffic shaping, policing, classification
- Advanced troubleshooting skills using:
- Wireshark
- NetFlow
- SNMP
- Deep understanding of network performance analysis and monitoring tools.
5. Security & Infrastructure Hardening
- Knowledge of network security principles:
- ACLs, VPNs, IPSec
- Firewalls and AAA
- PKI and certificate-based authentication
- Role-Based Access Control (RBAC)
- Secure configuration practices
6. Automation & Tooling
- Experience with network automation and programmability:
- Python scripting
- Ansible
- Terraform
- Familiarity with APIs and DevNet-style integrations.
- Experience with:
- Network automation/orchestration tools (e.g., HP Network Automation or equivalent) – minimum 2 years
- Network monitoring tools (e.g., CA Spectrum or equivalent) – minimum 4 years
- Incident management systems (e.g., BMC Remedy or equivalent)
7. IT Service Management & Operational Processes
- Strong understanding of ITIL-based service management.
- Experience with service transition, incident, problem, and change management.
- Knowledge of command-and-control (C2) systems and operational environments.
- Experience in test planning, system validation, and technical documentation.
