DUTIES (Chief Technician – JISR Services Support Centre)

The contractor will operate as part of an integrated NIC and contractor team in a G14-equivalent Chief Technician role, providing Level 2 technical and service management support for NATO ISR services within classified environments.

1. Service & Incident Management

  • Provide Level 2 support for incidents, service requests, change requests, internal tasks, and requests for information through NCIA ITSM and Azure DevOps NATO Software Factory.
  • Respond to, categorize, document, troubleshoot, and resolve assigned tickets in accordance with internal procedures and SLA targets.
  • Ensure timely resolution of operational issues supporting NATO missions, exercises, and deployments.
  • Escalate complex technical issues to Level 3 support teams and actively support troubleshooting and resolution activities.

2. System Operation & Maintenance

  • Install, maintain, monitor, and support JSSC ISR applications and services, including (but not limited to):
    Intel-FS, ANB, Release Server, CoreGIS, HMART, CSD IPL/IWS, ICMT, AOSS, NAMIS, NABIS, REACT.
  • Apply software patches, updates, and security fixes in coordination with approved service interruption (ASI) schedules.
  • Support server and application lifecycle management in classified and operational environments.
  • Maintain high availability and operational readiness of ISR platforms.

3. Change & Release Management

  • Participate in Change Advisory Boards (CABs) supporting NRF/ARF and enterprise-level software releases.
  • Support validation, verification, and deployment of new releases and system upgrades.
  • Contribute to User Acceptance Testing (UAT), including test planning, execution, and reporting.
  • Support release coordination activities and deployment planning.

4. Automation & Infrastructure Support

  • Support automation of operational tasks using scripting and DevOps tools (Python, PowerShell, Bash, REST APIs).
  • Assist in maintaining NATO Software Factory infrastructure, including user access, permissions, and system configurations.
  • Support integration between JSSC services and interoperable federated systems across NATO business domains.

5. Data, Configuration & Service Integrity

  • Ensure integrity and consistency of system data, configurations, and service records.
  • Support SQL-based data queries, cleanup operations, and database consistency checks.
  • Maintain configuration baselines and support audit activities for compliance verification.

6. Monitoring, Logging & Observability

  • Support implementation and maintenance of monitoring and logging solutions (e.g., Prometheus, Grafana, Elastic Stack, Logstash).
  • Provide operational insight through system telemetry and performance monitoring.
  • Assist in incident root cause analysis using logs, metrics, and system traces.

7. Operational Support & Collaboration

  • Participate in daily stand-ups, planning sessions, workshops, and operational coordination meetings.
  • Provide subject matter expertise (SME) to users and Communities of Interest (COIs).
  • Contribute to documentation, operational procedures, and knowledge sharing.

8. On-call & Shift Support

  • Participate in on-call rotation for operational continuity.
  • Work flexible shifts (8 hours / 5 days per week), including adjusted schedules based on operational needs.
  • Provide continuous support for classified and mission-critical systems.
REQUIREMENTS (Qualifications & Skills)

1. Essential Technical Requirements

Systems & Infrastructure Administration

  • Minimum 5 years of experience in:
    • Windows Server and Windows Client administration
    • Active Directory administration
    • IIS web hosting
    • Linux system administration
    • Virtualization platforms (preferably VMware, System Center integration)
    • Container technologies (Docker / Podman)

Automation & DevOps

  • Experience with automation and modern platform tools:
    • Ansible
    • REST APIs / JSON
    • Python / Bash / PowerShell scripting
    • CI/CD environments (Azure DevOps and/or AWS)
  • Experience with microservices architectures
  • Experience with messaging systems (e.g., Apache Kafka or equivalents)

Database & Data Management

  • Microsoft SQL Server administration (installation, configuration, backup, maintenance)
  • SQL scripting and data manipulation (consistency checks, cleanup operations)
  • PostgreSQL / relational database experience

Networking & Security Fundamentals

  • Strong understanding of:
    • TCP/IP networking and OSI model
    • DNS, DHCP, GPO, WSUS
    • Load balancing concepts
    • PKI and certificate management
    • Authentication systems (ADFS or equivalent)
    • Firewall and network security principles

Infrastructure & Hardware

  • Server infrastructure management including:
    • RAID configurations
    • Storage controllers
    • Redundancy and high-availability design principles

Observability & Monitoring

  • Experience with:
    • Prometheus
    • Grafana
    • Elastic Stack (ELK: Logstash, Elasticsearch, Kibana)

Virtualization & Systems Integration

  • Strong virtualization experience (preferably VMware)
  • Understanding of enterprise system integration and remote server administration

2. Desirable Technical Requirements

  • Knowledge of NATO software systems and federated application services (FAS)
  • Experience with NATO software lifecycle processes and policies
  • Software engineering background:
    • Design, development, testing
    • Design patterns and best practices
    • Distributed systems and service-oriented architectures
  • Exposure to:
    • WSO2, Apache Camel, Redis, Neo4j
    • Java development
    • Angular / TypeScript / JavaScript frameworks
    • C#, HTML5, web services (OData, REST)
    • XSLT / XML / XSD processing
  • Agile development methodology experience

3. Professional Requirements

  • Excellent written and spoken English (professional working level)
  • Strong understanding of TCP/IP networking and security principles
  • Ability to work independently and within multinational teams
  • Strong analytical and problem-solving skills
  • High motivation and ability to work under operational pressure
  • Experience in classified or defense/military environments is an advantage
  • Understanding of NATO organizational structure and processes is desirable
  • Proficiency in office tools and reporting systems
