Main duties

  • Map identified Data and AI requirements to existing education and training solutions and identify performance gaps.
  • Continue mapping NATO Command Structure Data and AI positions to the Skills Framework for the Information Age (SFIA), building on the 2025 front-end analysis.
  • Review Digital Strategic Training Plan requirements for accuracy and relevance, considering lessons learned and anticipated developments.
  • Conduct the NATO Training Requirements Analysis (TRA) process under Bi-SC 075-002 and 075-003, focusing on the Data and AI Functional Area.
  • Prepare the final project TRA Report.
  • Participate in the 2026 NITEC/IPB.
  • Produce monthly situation reports and quarterly Programme of Work reports for HQ SACT.

Essential qualifications and experience

  • Fluent English, including the ability to interpret strategic documents and produce executive-level reports.
  • Strong analytical skills and experience interpreting substantial organizational datasets, including roles, competencies, and trends.
  • One of the following:
    • Relevant master’s degree plus at least three years of related experience; or
    • Relevant bachelor’s degree plus at least five years of related experience.
  • At least five years’ experience with NATO’s Global Programming Approach and Systems Approach to Training, or comparable methodologies.
  • Knowledge of NATO structures, particularly the NATO Command Structure and NATO Force Structure, as well as Education and Training Facilities and capability-development processes.
  • Understanding of Digital Transformation and Data/AI concepts, with the ability to translate technology trends into workforce requirements.
  • Proven experience using SFIA to assess, map, or develop workforce competencies.
  • Experience identifying training requirements, conducting TRA, and developing Performance Objectives.
  • Practical knowledge of military communications and information systems and experience delivering training in a military environment.
  • Experience with quality assurance in an education and training setting.
  • Previous work in an international military-civilian environment.

Technical and personal capabilities

  • Proficiency with Microsoft office automation tools, including SharePoint and workflow functions.
  • Experience using Learning Management Systems.
  • Ability to work with a high degree of autonomy, accountability, and professional judgment.
