Core Duties / Scope of Work
A. SCF Lab Inventory & Documentation (D1)
- Build a complete inventory of all SCF lab assets from scratch, including:
- Hardware (servers, forensic tools, cables, peripherals, accessories)
- Software (versions, vendors, configurations)
- Physical components (lab equipment, tools, storage items)
- User identities and access rights mapping
- Create and maintain structured documentation in Confluence
- Link assets to systems, identities, and usage contexts
- Produce:
- Physical layout diagrams of the lab
- Network diagrams (OSI Layer 1, 2, and 3) using draw.io
- Ensure traceability (serial numbers, versions, lifecycle, ownership, etc.)
B. Network Equipment Reorganization (D2)
- Analyze current lab setup and propose improved placement of network infrastructure
- Conduct workshops with stakeholders to gather input
- Deliver a structured redesign plan including:
- Placement strategy for switches, patch panels, and related equipment
- Procurement list for required infrastructure upgrades
- Compliance with NATO spatial/security constraints (e.g., separation rules)
- Room layout diagrams showing final configuration
C. Lab Storage and Accessories Organization (D3)
- Design improved organization for forensic accessories (cables, adapters, disks, tools)
- Develop a structured storage and handling concept
- Propose procurement of storage solutions (e.g., cabinets, drawers, labeling systems)
- Optionally propose external storage optimization
- Deliver:
- Confluence documentation
- Layout diagrams (draw.io)
- Implementation proposal with required changes
D. SCF Network Architecture Redesign (D4)
- Assess and document current NS and NR SCF network environments
- Identify gaps in existing documentation
- Develop improved network architecture design including:
- Physical infrastructure layout (rooms, racks, power, connectivity)
- Logical architecture (Layer 2 and Layer 3 design)
- Identity management (users, admins, service accounts)
- Propose optimized and more secure network structure
- Provide procurement recommendations where needed
- Deliver full documentation in Confluence with embedded diagrams
E. Implementation of Approved Changes (D5)
- Implement approved improvements from D2–D4
- Execute physical and logical changes to SCF environment
- Coordinate changes to minimize operational disruption
- Perform updates to all technical documentation during and after implementation
- Support User Acceptance Testing (UAT) and resolve findings
F. Coordination & Reporting
- Participate in weekly coordination meetings with NCSC stakeholders
- Provide structured deliverable reports (R1 format)
- Ensure progress tracking, documentation updates, and status reporting
- Maintain consistent communication with service delivery management
Requirements
A. Education
- Bachelor’s degree in a relevant discipline with:
- Minimum 2 years of relevant professional experience
OR
- Exceptionally, 6 years of relevant progressive experience in IT, infrastructure, or cyber-related roles
B. Professional Experience (Essential)
- Minimum 2 years in:
- IT systems administration or technical support roles
- Management support, infrastructure coordination, or similar functions
- Experience working under pressure with tight deadlines
- Proven ability to handle complex technical information and communicate it clearly
- Strong report writing, documentation, and analytical skills
C. Technical Skills
- Strong knowledge of:
- TCP/IP networking
- OSI model (Layer 1–3 focus)
- VLANs and 802.1x concepts
- Experience with digital forensic principles:
- Chain of custody
- Forensic acquisition processes
- Proficiency with:
- Microsoft Office (Word, Excel, PowerPoint, Visio)
- Atlassian Confluence
- draw.io or similar diagramming tools
- Experience with ITIL v4 and change management processes
D. Desirable Experience
- Business process design and improvement
- Resource planning and coordination
- Budget or infrastructure planning experience
- Experience supporting or advising digital forensic environments
E. Certifications (Preferred)
- Management of Risk (MoR)
- PRINCE2 Foundation
- Cybersecurity or digital forensics certifications such as:
- CISSP
- GIAC (SANS)
- MCFE or equivalent
F. Soft Skills
- High attention to detail and precision
- Strong organizational and analytical skills
- Ability to manage multiple parallel workstreams
- Effective communication with technical and non-technical stakeholders
- Persistence and structured working approach
G. Security & Compliance
- NATO COSMIC TOP SECRET security clearance required
- Mandatory Non-Disclosure Agreement (NDA)
- Strict adherence to NATO information handling and classification rules
- Compliance with forensic integrity principles and chain-of-custody requirements
4. Working Conditions
- On-site work at SHAPE, Mons, Belgium
- Occasional travel within NATO and operational environments
- Access to classified SCF lab infrastructure
- Combination of physical infrastructure work and documentation-heavy tasks
- Use of NATO-provided IT equipment and systems
