Location: Braine-l’Alleud, Belgium
NATO-equivalent grade: G20
Security clearance: NATO Secret
Working arrangement: Full-time on-site, with limited remote work subject to approval.

Main duties

  • Manage NATO Security Investment Programme (NSIP) projects, particularly major cybersecurity procurements.
  • Define, plan, execute, monitor, and successfully complete assigned projects.
  • Prepare project proposals, procurement documentation, and Statements of Work.
  • Contribute to supplier/source-selection activities based on the agreed procurement strategy.
  • Plan and manage resources to achieve milestones, taking corrective action when needed.
  • Agree project approaches with the Projects Portfolio Manager and follow Agency processes.
  • Control budgets, schedules, scope, quality, dependencies, and project risks.
  • Provide regular status reports and briefings to leadership, senior executives, and NATO committees.
  • Gather and analyze customer requirements and resolve project issues.
  • Lead project teams effectively and respond when performance exceeds agreed tolerances.
  • Support continuous improvement of project-management practices within the NCI Agency.

Essential experience and skills

  • Recent project-management experience in a large defence organization delivering C4ISR capabilities.
  • At least two years’ direct experience with NATO or a national Ministry of Defence delivering military, CIS, or IT capabilities.
  • Detailed understanding of NSIP.
  • Significant recent experience developing competitive-bidding Statements of Work, including technical and non-technical requirements.
  • Strong written, verbal, presentation, and briefing skills.
  • Proficiency with Excel, PowerPoint, MS Project, and Power BI.
  • English at NATO STANAG 6001 Level 3 or higher.

Qualifications and certifications

  • Recognized project-management qualification, such as PRINCE2 Foundation, PMP, DAWIA Program Management Level II, MSP, PMI-RMP, or Lean Six Sigma.
  • Relevant cybersecurity certification, such as Security , CCSP, CISM, or CISSP.
  • Relevant IT certification, such as ITIL 4, AgilePM, AWS Cloud Practitioner, or CSM.
  • Certification in MS Project, Power BI, or comparable project reporting/management software.

Education

One of the following:

  • Bachelor’s degree in a relevant scientific or engineering field, plus at least three years of relevant post-degree experience; or
  • At least ten years of extensive, progressive and directly relevant experience where no university degree is held.

Desirable background

  • Experience leading teams of three to five people.
  • Cybersecurity or ICT project-management experience.
  • Experience in an international military-civilian environment.
  • At least three years working with NSIP or the NATO Military Budget.
  • Strong knowledge of NATO’s Common-Funded Capability Delivery Governance Model and/or Capability Package process.
  • Strong knowledge of NATO’s organization and responsibilities, including ACO and ACT.

Working conditions and travel

  • Normal office environment; NCIA provides equipment for restricted information.
  • Remote work may be permitted for up to 20% of total working time, subject to prior management approval and NCIA policy.
  • Personally supplied equipment may be required for public or unclassified remote work.
  • Possible travel to NCIA, customer, and contractor locations across NATO nations.
  • Local travel within Belgium and to The Hague is expected approximately three times per month.
  • Travel beyond Belgium and the Netherlands is rare and is reimbursed under NATO regulations.
