Duties / Role Responsibilities
Under the direction of the Principal Contracting Officer, the Contracting Assistant will:
- Manage contractual matters across competitive and sole-source procurement, including:
- Drafting, coordinating, and releasing solicitations
- Evaluating and analyzing bids
- Conducting discussions with bidders
- Supporting contract award processes in line with agency procurement procedures
- Coordinate and liaise with contractors to ensure:
- Contract compliance
- Timely delivery of contractual tasks
- Perform contract administration tasks such as:
- Processing contract changes, amendments, and updates
- Review business cases to determine appropriate procurement approaches:
- Assess requirements, benefits, and options
- Decide on procurement route (e.g., open market or collaborative frameworks)
- Investigate, resolve, or escalate procurement-related issues
- Implement supplier performance improvement initiatives and programmes
- Support internal customers with procurement-related matters
- Contribute to ACQ and NCI Agency reporting with timely and high-quality input
- Keep line management informed of issues and concerns
- Perform additional duties as required
Requirements
Education & Experience
- Higher vocational training in a relevant discipline with 2 years post-related experience, OR
- Secondary education with 4 years post-related experience
Knowledge & Skills
- Experience maintaining financial records for audit and compliance purposes
- Knowledge of procurement methods and processes
- Experience with high-value, high-volume framework contracts for services
- NATO procurement knowledge is desirable
Desirable Experience
- Experience working in the public sector
- Experience in an international environment with military and civilian stakeholders
- Understanding of NATO structure, responsibilities, and organisation
Language
- Strong English language proficiency required (primary working language)
