Duties and Responsibilities

Under the direction of the TCS Head, the Senior Project Manager will:

Project Leadership & Delivery

  • Assist customers and requirement holders in defining project scope and objectives, ensuring technical feasibility.

  • Take full responsibility for defining, planning, facilitating, and successfully completing assigned projects using Waterfall or Agile methodologies.

  • Lead and coordinate project teams, including third parties, contractors, and vendors.

  • Direct and supervise assigned human and financial resources within Plans & Projects, Requirements Management, and Service Management.

Planning & Governance

  • Develop and maintain realistic project plans.

  • Provide regular and accurate communication to stakeholders.

  • Manage change control processes and assess/manage project risks.

  • Ensure project and product quality reviews occur as scheduled and per procedures.

  • Monitor costs, schedules, quality, and resource utilization, taking corrective action where necessary.

Technical & Advisory Role

  • Provide technical and policy advice related to Communications and Information Systems (CIS) used in the NCI Academy training environment and other NCI Agency elements.

  • Stay updated on Service and Project Management methodologies, tools, and technology developments.

  • Support development and implementation of Agency Service and Project Management directives.

Service & Resource Management

  • Assess service demand and advise on emerging requirements.

  • Initiate technical, cost, and resource assessments.

  • Lead development of deployment schedules, service transition plans, and projects.

  • Develop and defend resource requirements through NATO screening and approval processes.

  • Manage new requirements into service, including pricing proposals, acquisition, asset management, and project management.

Additional Responsibilities

  • Deputise for the Section Head and higher-grade staff when required.

  • Perform additional duties as assigned.

Mandatory Requirements

Education & Experience

  • Bachelor’s degree from a nationally recognized university in a related discipline plus 3 years of relevant post-degree experience,
    OR

  • At least 10 years of extensive and progressive experience in related duties (in lieu of a degree).

Professional Experience

  • Minimum 3 recent years in roles of comparable complexity and responsibility.

  • Experience supervising permanent or project-based teams.

  • Project Management experience in a CIS service organization.

  • Experience in service level planning, service continuity, and customer relations.

Skills

  • High-level organizational and coordination skills.

  • Excellent written and verbal communication skills.

Desirable Qualifications & Experience

  • Knowledge of CIS project development within NATO, particularly Capability Packages (CP).

  • Experience with NATO CIS systems and services.

  • Background in CIS support and/or maintenance.

  • Experience in NATO C4ISR policy, procedures, and project assessment methods.

  • Agile Project Management training and experience.

  • ITIL Foundation Certificate.

  • Experience working in international military/civilian environments.

  • Knowledge of NATO organization and responsibilities, including ACO and ACT.
