Principal Project Manager
Brussels, BE

Duties & Role:

  • Manage complex projects from initial phases (IFB, Price Proposals) through planning, implementation, and completion.

  • Oversee time, cost, quality, and requirements of assigned projects in coordination with customers.

  • Lead, motivate, and assign tasks to project teams.

  • Apply standard project management techniques, including Prince2 methodology, change control, and risk/issue management.

  • Develop and maintain project plans in ServiceNow, ensuring compliance with NCIA directives and best practices.

  • Plan and allocate resources, monitor project progress, and take corrective actions as needed.

  • Monitor project finances using EBA and execute duties in NCIA-defined Procure-to-Pay processes.

  • Maintain effective communications with internal and external stakeholders, including NCIA top management.

  • Ensure coherence across NATO CIS systems by liaising with other Project and Programme Managers.

  • Represent the Agency in NATO committees, steering groups, and boards as required.

  • Maintain contact with industrial organisations and NCIA customers; stay updated on relevant technological developments.

  • Deputize for higher staff and perform other duties as required.

  • Supervise, administer, and provide professional guidance to staff as needed.

Essential Education & Experience:

  • Master’s degree in a related discipline with 5 years post-related experience, or Bachelor’s degree with 8 years post-related experience.

  • Recognised project management qualification (Prince2 Practitioner, MSP, PMI, Agile). Extensive project management experience (≥8 years) in major communication or C2/MIS systems.

  • Experience in multi-discipline engineering and management of complex communication/information systems.

  • Proactive, with proven ability to build and maintain stakeholder trust.

  • Strong oral and written communication and briefing skills.


Desirable Education & Experience:

  • Experience with project planning tools, preferably ServiceNow.

  • Recognised Service Management qualification (ITIL Foundation or specialist courses).

  • Experience with cloud infrastructure deployment (IaaS, PaaS, SaaS), user/application migration, and project transitions to operations.

  • Agile Project Management certification (Agile PM, Scrum).


Skills, Knowledge & Experience:

  • Managing IT implementation projects of varying sizes.

  • Creating Price Proposals and IFB competition packages.

  • Leading Project Boards and senior management escalation boards.

  • Professional management of internal and external customers, including NATO entities.

  • Supplier management, contract management, negotiations, and conflict resolution.

  • Procurement, logistics, testing, change management, and asset management.

  • Mentoring junior PMs and building high-performance delivery teams.

  • Communication and presentation to higher management and large groups.

  • Experience in international, military, and civilian environments.

  • Knowledge of NATO responsibilities and organisational structure (including ACO and ACT).


Language Proficiency:

  • Thorough knowledge of one NATO language (written and spoken) is essential; some knowledge of the other is desirable.

  • Most work conducted in English.
