Programme Coordinator - Cyberspace Operations Centre

2025-0024, Provision of Subject Matter Expertise- Programme Coordination for SHAPE CYOC 

The selected contractor will provide programme coordination and subject matter expertise in support of NATO's Cyberspace Operations Centre (CyOC) within SHAPE. Work will be executed using agile methodology through a series of 4-week sprints.

Key Responsibilities:

  1. Risk Collection, Assessment, and Reporting

    • Collect, validate, and report cyberspace risks.

    • Maintain up-to-date risk documentation.

  2. Incident Correlation and Analysis

    • Analyze cybersecurity incident data.

    • Identify trends and support incident response.

  3. Situational Awareness (SA) Assessment

    • Review reports on threats, missions, and networks.

    • Recommend improvements to enhance SA.

  4. Incident Response Support

    • Support response teams with analytical and contextual input during incidents.

  5. Stakeholder Engagement & Meeting Facilitation

    • Organize meetings, create agendas, document actions, and follow up.

  6. SA Product Support

    • Assist in developing products for cyberspace situational awareness and operational planning.

  7. Sprint Lifecycle Participation

    • Contribute to planning, execution, tracking, review, and reporting of each sprint.

  8. Reporting & Coordination

    • Daily stand-ups, monthly status meetings, and documentation in line with NCIA standards.

  9. Other Duties

    • Support workshops, events, and conferences as directed.


REQUIREMENTS

Mandatory:

  • Education & Experience:

    • Bachelor’s degree minimum 5 years of professional experience.

    • Minimum 3 years' experience in:

      • NATO environment.

      • Cybersecurity, CIS, or defence-related projects.

      • Stakeholder management, coordination, and reporting.

  • Expertise:

    • Advanced knowledge in risk and organizational management.

    • Experience with defence, cybersecurity, networks, digital evidence, or communication/information systems.

  • Security:

    • Valid NATO SECRET security clearance.

    • Company must have Facility Security Clearance (FSC) for handling/storing NATO SECRET material.

  • Language:

    • Professional proficiency in English (comparable to STANAG 6001 level 3333).

Desired:

  • Prior experience in military/civilian international environments.

  • Familiarity with NATO structures, particularly ACO and ACT.


ADDITIONAL CONDITIONS

  • Location: 100% onsite at SHAPE, Mons, Belgium.

  • Duration:

    • Option Years: 2026–2027 (up to 48 sprints per year).

  • Evaluation: Based on Lowest Priced Technically Compliant bid.
