Duties & Role:

Under the guidance of the Principal Technical Lead (NV2), and independently:

• Project Support: Lead and support implementation, early life support, and continuous service improvement for projects and services.

• Documentation: Manage drawings, specifications, manuals, and related documents.

• Innovation & Analysis: Research and implement innovative solutions aligned with emerging trends.

• Support Managers: Aid project and service managers with capability enhancements and improvements.

• Infrastructure Expertise: Diagnose and resolve WAN, LAN, and WiFi faults using tools like HP NA, Netscout, Cisco Prime, and DNA.

• Centralized Coordination: Standardize WAN/LAN deployment across NATO sites.

• Technical Inspections: Conduct site surveys, inspections, testing, and follow-up.

• Collaboration: Work across NCI Agency and external partners to resolve implementation issues.

• Documentation Management: Maintain accurate records of configurations, processes, and procedures.

• Customer Support: Provide consultative support, solution design, and demonstrations aligned with the NCI Agency catalog.

• Testing & Evaluation: Configure and evaluate test environments for NGCS/NCI networks.

• Awareness: Monitor ongoing network changes and activities.

• Training & Guidance: Ensure consistent understanding of tools and methods across teams.

• Problem Solving: Identify recurring issues and propose long-term fixes.

• Deputize: Fill in for senior staff when needed.

• Additional Duties: Perform other tasks as required.

Requirements Description:

Education & Experience:

• Essential:

  • Bachelor's degree in a relevant discipline 3 years post-related experience;

  • OR 10 years of relevant progressive experience (in absence of a degree).

  • Certifications such as: ITIL v3, CCNP/Wireless, NRS II, DCS-CA.

  • Experience with:

    • C4ISR system design and implementation.

    • IP network protocols (IPv6, QoS).

    • Network management and service control.

    • SLA/SOP-based environments.

    • QoS design in large IP/MPLS, SDN, and NFV networks.

    • Leading technical engineering teams.

• Desirable:

  • ITIL v3 Service Operations Certification.

  • Familiarity with ITIL, COBIT, eTOM methodologies.

  • Hands-on with HP Network Automation, CISCO ISE.

  • Knowledge of IP encryption, firewalls, IDS technologies.

  • Continuous learning in IT advancements.

Additional Knowledge & Skills:

• Strong oral/written communication, tact, and diplomacy.

• Experience in multinational military-civilian environments.

• Understanding of NATO structures, operations, and procurement policies.
